In Puerto Rico the law states that every municipality must have a shelter and a asistence plan in case an animal needs help. In Juana Díaz, this is not the case.
I don't like dogs as pets BUT I will never hurt one of them. I will call police if I see somebody hurting them, they don't deserve to be treated like that!
Government should have a program to take care of all stray animals or enforce actual laws against hurting animals!!!! Good PROGRAM at your school, CHEERS!!!
